One thing I didn’t like about the bottom option is that it makes the address field smaller. From the screenshots, this is apparently still the case with the new design.
Indeed, the address bar is full width when up top. I always grow full size when I'm on top.

The glass is ugly. The floating elements are ugly.

The weird double bubble with the faceID and small address bar underneath it is ugly.

Now, blurring the top quarter of the screen is simply criminal.

Pointless options that just create a nightmare for web developers. You don't need options.

Disagree entirely.

Offering different options for Safari, Mail, Photos, etc, just indicates to me that they are no longer able to design a proper UI. I mean, Apple used to make products that work right out of the box. The magic touch was simply a thought-out user experience that was easy to understand. In the last few years we have seen changes, seemingly for the sake of making changes, then reversing those changes in later updates, and now they're just offering three versions. If they were really learning from past mistakes, they could make the right decision and go with one good UI.
Some valid points. BUT: I was working for Apple when the iPhone was introduced. And the real problem you address is not the lack of a design ethic. It's the result of feature creep. Every new app requires a different UI. Then Apple has to decide whether to unify that UI over the rest of the apps on the phone. If they do, the result is what looks like a lack of imagination. The lack of imagination is more of a hardware issue. Apple used to lead, now they play catch-up with Samsung.

Not my problem. It Apple removed the option for me to have the bar on top, I would stop using Safari, or if your site doesn't work with a top bar (for whatever reason), I'll just quit using your site.

Tried the bar on the bottom for 3 months or so when it was released, and still couldn't stand it.

For mobile platforms, I personally like generous text boxes and tabs that hide when not in use, and come down from the top, but I have big hands and also do a lot of cross-platform stuff. The "right decision" for me is likely not the same as for someone with small hands, who only uses i*OS. So I'm happy if they offer more choices instead of the One Apple Way, but I want them to set system-wide flags so we have the option of letting all our apps default to the same. Remember how it took a while for system-wide light or dark themes to be a thing, but then a lot of devs added support rapidly? Consistency is very important for interface usability.

Beta one.
Trust me. I’ve been watching Apple a long time. I’m trying not to overreact to Beta 1, but history tells me Beta 1’s UI is 95% complete and this Beta 1’s UI is a mess. We will be living with this disaster for at least 2 years until they can refine it while saving face.

There is zero reason for the bar to be on top, other than it used to be there. Tired of whiny users and tired of options. Commit to the right way, and tell everyone to go scratch if they don't like it.

You're tired of having options?

Why?

By definition that should have no impact on you if you so choose.

The bar is on the top because I like it being on the top. There is no reason for it to be on the bottom, as far as I'm concerned, but I don't care if someone puts its there. There is no "right way".

If you don't like options, don't use them. It should be of no concern to you how others use their devices. Good way to lose customers though, when you tell them to "go scratch', and they say "alright" and go elsewhere.

Please do go somewhere else, so that developers can work with 1 sensible approach to the address bar.

Four years of broken keyboards.
