Hello ,
Just one question:
Are operator updates linked to the SIM and the iPhone?
Because in France, they've just activated 5G+ and it's linked to an operator update.
Will the US iPhone 16PM get the update in France? Via my French operator

Yes, operator updates are typically linked to both the SIM card and your iPhone.
In France, if your operator has activated 5G+ and has released an operator update, your iPhone should be able to receive that update as long as it is compatible with the network and you are using a SIM card from that operator.

If I have 100% of frequencies an iPhone of any country will have the update provided that the sim of the operator active inside it is right?
 
To ensure you receive the update, make sure your iPhone is connected to the internet (via Wi-Fi or cellular data) and check for any available updates in the Settings app under Settings -> General -> About.

If an operator update is available, you should see a prompt to install it.
