Apple today seeded the third beta of an upcoming iOS 10.3.3 update to developers, two weeks after seeding the second beta and a month after the release of iOS 10.3.2, a minor bug fix update.

Registered developers can download the third iOS 10.3.3 beta from the Apple Developer Center or over-the-air with the proper configuration profile installed.

No significant features or notable bug fixes were found in the first two betas, suggesting iOS 10.3.3 is an update that's minor in scale and designed to introduce security improvements and bug fixes. It does, however, include new wallpapers for the 12.9-inch iPad Pro.

iOS 10.3.3 is likely to be one of the last updates to iOS 10 as Apple starts shifting its full focus to iOS 11. The first beta of iOS 11 was released to developers on June 5 following Apple's Worldwide Developers Conference keynote.

Update: The third beta of iOS 10.3.3 is also available for public beta testers.

The engineering team has been busy with WWDC and beta 2 is typically 2-3 weeks after a developer preview is released for a major iOS update (i.e. 10.0). Guessing beta 2 with coincide with the public beta which Craig F said would come at the end of June.
I think last year public beta 1 came right after developer beta 3 or 4 which was at the end of the first week of July. That still puts the public beta within one month of the announcement hopefully. I'm anxious to get my hands on it, too.

What are the new wallpapers for iPad 12.9?
I'm wondering if this was sort of a cut-and-paste from the original article announcing their arrival a couple weeks ago.

10.3.1 signing window still open now?
Still opened. As I mentioned on another thread, I know firsthand that Apple support has been having users with battery life issues downgrade from 10.3.2 to 10.3.1; "a known issue". I assume that 10.3.1 will last until 10.3.3, and then both 10.3.1 and 10.3.2 will close together.

Apple has to get this iOS version right because it'll be the last supported version on many millions of devices that will remain in use for the next couple of years.

iPhone 5 and 5c especially; these phones were absurdly popular and many are still trucking along with battery replacements. I wouldn't be surprised if a major security issue prompted an iOS 10.3.4 even after iOS 11 comes out.

Wow that background is fugly. For a moment I thought that screen was cracked.

As are most of them that are supplied by Apple these days.. It's as if they care about every other thing in their OS besides that. I know you can change them, but having a decent bunch to pick from would not hurt.
